This is what seems like the US Congress
in session now during the Trump Administration.

The first you see barking, in my imagination, is Trump, and the last who is seen lowering his flipper is John McCain. 
The others I leave to your imagination, but they most likely include Paul Ryan and Mitch McConnell.
